My understanding is that babies should probably roll one way or the other by six months. At the very least, she should be showing some interest in moving around in some manner. I think you should definitely start working with her to show her the mechanics of rolling and/or crawling. She should also be learning to sit up. The best encouragement for these skills that I know of is actually helping her do them, repetitively. Toys can usually be used to keep her interest trained in the direction you want it to be.
It may also be a good idea to broach this subject with your pediatrician at this point though. It seems unusual for a nine month old to show no interest in moving around or sitting.
