I think your first clue will be whether or not she is fussing at you. If she’s really uncomfortable for any reason, she’ll let you know by crying. But you can also pay attention to her skin tone. Is she really flushed? Too hot. Is her little nose getting reddish-purple? Too cold. Remember that she won’t be exerting as much energy as you are while you’re carrying or pushing her, so you are apt to be a bit warmer than she is. Don’t use your body temperature and comfort level as your only indicator of her comfort.
