I have replaced my laptop ac adapter and laptop batteries, but at times when I have it plugged in the charging light does not come on and the laptop batteries won't charge. Other times it will charge the battery but only to 99%. Whats up?

Just change your laptop battery . You laptop battery has been destroyed .
